In a USAF Intelllegence report entitled "Roundup No. 69, 28 Dec. 1951, sect. III", they site that as of today,
the Sino-Soviet aviation agreement visualized the "reconstruction" of the Chinese Communist Air Force. The Chinese Communist Air Force was to become "one integral part of the Russian air force."
The efforts of Mao came to fruition today with the singing of the Sino-Soviet alliance. In which the USSR pledges a $300 million loan for military aid.
