In early April 1950 the chief of KMAG again pointed out the critical need for Coast Guard advisors and requested that twelve additional positions be authorized and provided for in the Army’s budget for fiscal year 1951.

The comptroller replied within three weeks that Department of the Army plans for fiscal year 1951 called for a scaling down of U.S. Army activity in Korea, with an attendant reduction in personnel allotments.

In any case, the Secretary of Defense had directed the Army to transfer budget and fiscal responsibility for civilian Coast Guard advisors in Korea to the Department of State, so that action to procure the additional advisors would have to be directed through Department of State channels.[62]

There the matter rested.
