Overview

1st Brigade USMC

In the spring of last year, the 1st Brigade USMC participated in a major fleet landing training exercises at Guam. As the U.S. strategic reserve force for the western Pacific, they were the most combat ready outfit in the Marine Corps, although most of the troops were green and on their first enlistment.

Back in September 1947 the Corps adopted the J-Series table of Organization and Equipment (TO/E), without regiments, then in October 1948 they reorganized again. Now the 1st Battalion became the 1st Brigade, while the 1st, 6th and 7th Marines (regiments all) became the 2nd, 3rd, battalions of the 5th Marines. So three regiments now became two battalions, and those two battalions were both missing one company and the companies were both missing one platoon. The 5th Marines were stationed at Camp Joseph Henry Pendleton Marine Corps Base (MCB) California. Usually referred to as simply Camp Pendleton.

The 5th Marines new commander was Col. Victor H. "Brute" Krulak, he has a well deserved nick name. Because of budget cutting, the under strength 5th Marines was in effect the 1st Marine Division. Non the less, Krulak had the unit spend the majority of its time in the filed. In October and November there were more field exercises and in December the Army's Command and General Staff College (CGSC) observed an amphibious demonstration, followed by more field exercises that went on until Christmas.

In February the 1st Brigade, now the 1st Battalion again, relocated from Guam, and brought the 5th Marines up to 3 understrength battalions, 2 companies of only 2 platoons each. All three battalions returned to the field through March. Last month Amphibious Exercise Demon III demonstrated to the students of the CGSC the capabilities of the Regiment.

Today Colonel Krulak has suddenly left without explanation. Lt. Col. Raymond L. Murray veteran of Guadalcanal, Tarawa, and Saipan, with the 2nd Marine Division, awarded the Navy Cross, two Silver Stars, and the Purple Heart medal, became the CO of the 5th Marines. Remember, at this time the 5th Marines is the only regiment in the 1st Marine Division.

Speaking of which Maj. Gen. O. P. Smith had commanded the 5th Marines on New Britain during WWII, and the Assistant commandant of the Marine Corps, became the Commanding Officer of the 1st Marine Division.

Todays CIA Weekly Summary #171, confirmed the earlier reports that the Soviet diplomats were headed for the Kremlin en-mass. The US Expert was identified as the US Ambassador himself.

They speculated as to what it all means, and noted that the Russians had delivered a second note demanding trial of Hirohito.

ORE 32-50

The CIA issued this 8 page report today. The document was compiled to address the question of the USSR and their possession of the Atomic Bomb in relation to US security.

THE PROBLEM
1. The problem is to estimate the effect of the Soviet possession of atomic bombs upon the security of the United States.
2. The possibility of US or Soviet development of hydrogen bombs has not been considered.
DISCUSSION
See Enclosure A.
CONCLUSION
4. The Soviet possession of atomic weapons has increased the military and political subversive capabilities of the USSR and the possibility of war. According to the security of the United States is increasing jeopardy.

Their conclusion was that indeed it did present an increase of Soviet potential, and an increase in the possibility of war. "Thus the security of the United States is in increasing jeopardy."

The Office of Naval Intelligence (ONI) offered a one page descent to ORE 32-50, saying the scope of the consideration was inadequate. As it only speaks of capabilities and does not address Soviet objectives and intentions. The mere possession of x number of Atomic Bombs is equated to their desire to start a war. (note)

It is interesting that later MacArthur will be accused of considering the NKPA's objectives and intentions, and ignoring their capabilities.
